She walked in their home with Penny when she should have took Penny to Willon's apt. and knocked. It was never explained why and how the social worker came into the Evan's home.

Maybe Willona told her that she would be at the Evans Apt. I personally think it would have made more sense for her to be HOME instead of at the Evans

which is why I consider Willona an Evans, instead of Woods, since she practically lived there with them...had her calls there, had visitors go there.

Willona was always intruding on the Evans' place. She would just walk in without knocking.
