I guess it would depend on who's show or movie they were on. On Happy Days, Fonzie could win over anyone. His repuatation backed most people down, even thugs in leather. I don't remember anyone being eager to tangle with him. A few people were not afraid of him, but they usually didn't know him and he always got the upper hand in the end. I thought it interesting that he never fought on screen, but apparently he had been super tough at some point to get the reputation he had. Fonzie seemed cautious around Tom Hank's character who knew Karate, and I remember there was a big lumberjack guy when they were at a cabin once. Fonzie didn't seem interested in tangling with him. When I was a kid, I thought it was cool how everyone backed down from him.

I remember an episode where Fonz was trying to teach Richie how to be tough.
The dialogue went something like this:
RICHIE: Can you teach me how to be tough?
FONZIE: Well, you can only be so tough with that Howdy Doody face. But I'll
try.
Then later, after Fonzie's lessons didn't exactly work:
FONZ: ... But have you ever seen me fight anyone?
RICHIE: No, but that's because the other guy always backs down.
FONZ: Exactimundo. But that's because I have a reputation. You have to actually have been in a fight once. I guess I forgot to mention that little detail.
RICHIE: That's NOT a little detail!

Fonzie would win in a fight.

James Dean was cooler. Fonzie idolized him. But Dean was never a tough guy, just a troubled teen.

Richie was cool too, in a way. Fonzie considered him his best friend.
