It's because the answer is divisible by 9. If the total of your numbers (after you circle it) is less then 9 then your answer is what it takes to get to 9. If it is more then 9, then it is the total of the numbers left to get to 18.

Example if the number at the end was 702 and you chose the 7, 9-2=7 your answer and vice versa.
