The fine folks at Snopes list the photo as undetermined. As such, if they don't know, I doubt anyone in the common circles know.

you know what it looks like? I think she was wearing this outfit so she could scare the people on the beach. She wanted to point out to them what would happen if they continued to suntan.

Yeah, I don't think that's even possible.
yeah. she'd be in critical condition and unable to move, if not already dead, if she burned her skin so badly; certainly not playing on the beach.
