maybe the producers felt that the Becky character was really important to the show and needed another actress to play that character. I'm sure if the actress who played Jackie left the show she would have been written out.

I Think That They Brought Back Becky With A New Actress Because They Wanted To Bring Back Mark, Roseanne Said She Loved Glenn Quinn's Acting Skills And Wrote The Character Just For Him.
