You must mean "The Twizzle." It's episode #24, and it was sung by Jerry Lanning, a singer and the son of pop vocalist Roberta Sherwood (http://elvispelvis.com/robertasherwood.htm). He looks a lot like her too!
By the way, the song was written by duo Mack David & Jerry Livingston (http://www.songwritershalloffame.org/exhibit_home_page.asp?exhibitId=215).

I was wondering if there was a connection between "The Twizzle" and the "Dribble Twist" but for some reason it sticks in my memory as "The Dribble Twist". I'm not sure if I am confusing it with something else. I guess I would have to see the episode again to be sure. Do you know of any way to actually get an MP3 of "The Twizzle"?

I re-read your original question and realized I didn't completely answer it. You wanted to know if the song had ever been released? All of my knowledge (and searching) tells me it has never been released as a single, and appeaers to have been written specifically for TDVDS.
As for getting an mp3 file, I wouldn't know of a source off hand. Sorry.
