I don't think you can find a better "will they/won't they" couple than Sam & Diane. Great chemistry and hilarious interaction. And Diane leaving was actually a blessing in disguise, since their routine was starting to get old by the time she left, so we never really lost interest or felt they were played out.
As for worst, I don't really have an answer. Not many of the shows I watch involve these kinds of couples, let alone bad ones.

You'd think they would've learned from Moonlighting.
Cheers was probably the best on Balance, the Nanny could've taken a cue from Cheers and the Frasier storyline by having Maxwell date CC Babcock - thereby prolonging the whole thing.
In recent years sitcoms are more remarkable for have grossly underdone will they/won't they story lines observe Caroline in the City (Caroline & Richard); Jesse (Jesse & Whit's his face), Suddenly Susan (Susan & Jack), Ally McBeal (Ally & Billy :puke: / Ally & Cage), Ned & Stacey (Take a guess!), Boston Common (Anthony & Joy)

I love both shows, but Ross & Rachel never really did much for me. Plus, they went on too long. Ten years of that was just too much. There was just something missing from them for me. They were too mellow or something. They were like Sam and Diane (being opposites, getting together, breaking up, one almost marrying someone else, one having been married and divorced before, a new love interest wanting one to stop seeing/employing the other) but there was something missing to make me like them, they usually just bored me.
slackermonkey 11-26-2004, 08:21 PM Well, the writers deliberately ignored Ross & Rachel for seasons 5-7 so they could concentrate on Monica & Chandler, so I've never understood why people complain that they played it out for the entire series.
But yeah, they weren't funny as a couple. That's why the writers broke them up in the first place. They were meant to be more of a fairy tale romance than a Sam & Diane hilarious romance. They're still one of my favorite couples though, 'cause they tap into that hopeless romantic part of me, but I can totally see why so many people here are indifferent toward them.

I've thought of one more that hasn't been mentioned yet that you can put in the "best" category:
Ann Marie and Donald from "That Girl".
Apparently, the ground rules were set by Marlo Thomas herself before the series began that the couple was not to be seen in the same bed while they were still in the courtship stage so that the farthest they could get was a little hugging and kissing and then fade out until next week.
Many years later, Marlo Thomas would show up for a few episodes as Rachel's mother on "Friends". Rachel would have been wise to listen to her advice!
