George made more money because in season 2 when Tom gets a raise and tells George, Helen says "Tom you are not supposed to tell people how much your raise is" And Tom says-"It doesn't matter when you tell someone like George who has money" Which means that George made more money,

I believe that George would be richer, simply for the fact that he owned Jefferson Cleaners whereas Tom was an employee for Pellum's Publisher.

I think Tom was more than just an employee, i think he was the VP of the Publishing Company
