Melissa is the child that was kidnapped from her father in "Another Single Parent" or something like that. Tony meets this woman, and Sam ends up babysitting for Melissa, but she gets invited to a U2 concert, and so Angela takes over, and she begins talking to Melissa about her father, and that quote is what comes out.
