It just seemed backward that the Jeffersons would pay mortagage and then decide to live on someone else's property

Are you sure they were paying rent? Maybe they bought the deluxe apartment in the sky?

True, but they were collecting rent first from Gloria and Michael, and then the subsequent tenants who rented their house.
