Who is Dap Sugar Willie and Why was he in the episode about where Fred Grady and Bubba go on this game show wheel and deal and he comes over to lamonts birthday party says a line or 2 and leaves made no sense to me

I must have seen that episode 100 times in syndication and i do not remember anyone saying anything at the party other than Rollo introducing Lamont to a really pretty woman who said she would do anything for a horderve and a drink.

The party has just started and a knock at the door and lamont answers it and says Dap Sugar Willie and He says he heard you were having a party and says something about food and drink lamont says we dont have any then he leaves its on the DVD

I've never seen that scene in the ep. either - UPN nor TVLand.
Must be a DVD-only thing.
