To me it's the 1980-81 season because
Ron Howard left Happy Days
Suzanne Somers was gone from Three's Company
The setting of L&S moves to CA
George Jefferson is NICER
Flo is no longer on Alice
Florence leaves the Jeffersons
What's Happening, Good Times, and Welcom Back Kotter ended the previous year.(1979)

That is a good size gap in between those years. every TV Season since '95 has been bad, IMO.

Last season was no picnic. Although 1980-1981 was a drop in quality, the old shows still on was better than anything in the late 1990's or early 2000's.

In regards to sitcoms, this past season has to be one of the worst ever. Not only did no sitcoms break out, only two were really worth watching at all; Scrubs and Arrested Development.
A little further down on the list for me was Less Than Perfect and George Lopez, which are good and comfortable, but not great.
And then there was a huge drop, even Raymond and Friends were disappointing.
