It doesn't look like it. At least it's not in the IMDB listing of his work (http://us.imdb.com/Name?Tighe,+Kevin).

I watched the majority of the "Three's Company" episodes and I read the Three's Company book, "Come and Knock on our Door," and neither one mentioned that Kevin Tighe ever guest starred on the show.

I have a little trivia though I read a website that said that Randolph Mantooth from "Emergency" and Joyce DeWitt were once engaged, but broke it off on friendly terms. :)
