My second choice would be Hallmark Althought Im not a fan of Soaps at all.... they do treat their shows with respect. Nothing really gets the crap treatment on SOAPnet. I like TV Land the best though if I had to pick, only for Cheers and Family Ties though. TBS comes next for Mama's Family and then N@N is third. Between the Full House/Olsen Twins lovefest and the treatment of other shows(forcing commerical breaks in where they aren't supposed to be), they suck. ABC Family has the most awkward commercial breaks of any channel I know of. I also hate the Full House/Olsen Twin lovefest. I definitely agree with you. They don't cut anything (except the 'Previously on...'s on Dynasty and Dallas), everything has a decent time slot, the cancelled daytime soaps they air haven't aired anywhere else in years, and the primetime soaps aren't that common in reruns anymore. Their marathons are also great. :D From the list, though, I'd choose TV Land. Although they're not as good as they were two or three years ago (IMO), most of their shows are great. Yep they're not afraid to air classic "soaps", they take pride in the classics.
