Harris really did not become a "regular" til the second season and became a main character when Chano left during the third season of Barney Miller, actually actor Ron Glass was not too thrilled when his agent told him that he landed a role on Barney Miller in the beginning because Ron did not want to be type cast, but the rest is history...

Well, it's not that surprising when you consider that his character was originally a hip, jivin' cool cat, and he was going to be the resident "master of disguise" in the show. The character turned out a lot better than that! Actually, I think that Harris was the morst complex and conflicted character out of them all and Ron Glass pulled it off quite well.

As an on-screen character, no he didn't return. He got mentioned in at least two other episodes. In "Stakeout" there was a mention of him being out (on vacation or in vice, I can't recall). In the "Layoff" episode, he was one of those who got laid off! Up until that point, his name was very visible on the roster board. In a way, there was closure to that character.
