There is an easy answer, the East must be the better Conference ;)

No one outside of Dallas ever took the Mavericks seriously. People did take the T-Wolves seriously. So this is why, it is hard to see the Mavericks in the same boat as the T-Wolves.

But if the Mavericks or T-Wolves got out of the west, and played Detorit or Indiana in the Finals, the Eastern conference team should be favorite.
