If Inspector Lugar can be considered a minor character, he would be my favorite. His presence, as well as his dialogues with Barney are hilarious! His job is to basically do nothing, but hang around the precinct telling 'war' stories, or using Barney as a personal psychologist. Yet everyone at the precinct accords him the respect of his position and his experience in the NYPD. He's a fabulous character.

I can't remember the characters name but she was played by Linda Lavin who
used to play Alice. She played a dective and she was pretty funny. Does
anyone remember this?

I liked the guy who played Inspector Callahan from Internal Affairs. He was such a sleazy character that his scenes were HILARIOUS to me. I loved when he was playing another character earlier in the series (same basic character-type) who was an Army General or something who had a problem with a Japanese man (Yemana) being on the force.

"What was your name again?"

NICK: It's Yemana.

"Yemana . . . YE- MANNN- AHHH . . ." (He grimmaces and frowns)

NICK: It's kinda pretty, ain't it?

I always got a kick of Mr. Kotterman, the liquor store owner who was always being robbed, vandalized, etc.

Of the one shot guest stars, I found Steve Franken's appearance as "The Arsonist" (season 2) hilarious.

Count another vote for any character played by Kenneth Tigar - he was outstanding.

Luger.....if he can be called a minor character, i always looked forward to his appearances....and my fave "crook" was Mr Kopecknie; he always had some kind of weird mental quirk, most memorably when he thought he was a werewolf
