with parts of a MP3 video or something? Do I need to download something? Or does anyone at least know what their called so I can find a tutorial?

Wellll...I sort of know how to. I don't know in detail, but you need to take a lot of screen caps with print screen and then make all the screen caps into individual frames when you put them into animation shop. I'm not sure how to make them like the one you posted though cuz that's really detailed..and really good.
But here's one I made awhile ago.

I tried taking the pics with Print Screen but whenever I pasted the image, the spot where the video was playing is a black box and that's it...

on my computer if you move the scroll bar up and down you can sometimes see the picture in place of the black box, but the majority of the time it's just a black box.

That's what mine does too. I tried editing it in Animation Shop, but no luck. :o

I know how to get rid of the black bar. (thanks Ben ;) )
1. Right Click your Desktop
2. Click Properties, then Click the settings tab
3. Click the advanced button
4. Click the troubleshoot tab
5. Drag the hardware acceleration to none.
And then when you take a screen cap there will be no more black box.

The one you posted looks like it was taken from a video file. In which case you would copy and paste the desired frames into a whole new frame or delete out the frames you don't want to use in the current frame. Adjust the frame settings depending on if you want the file to go faster or slower and save.
I made this awhile back as an avatar from an mpeg I captured. Looks better after it fully loads.

You're able to open up the video in Animation Shop, but not too many frames at a time... whenever I do alot it freezes my computer.
I imagine capturing one frame at a time must take forever. I'm not very good at explaining stuff either, just press the folder thing in Animation Shop... you know, the open button. And then find the video on your computer and press ok. It'll pop up a box asking how many frames you want to open and where you want it. I always guess where the part I want is at and I don't really go past 500 frames. If I do it'll freeze and shut down on me.
Sorry, like I said before I'm not very good at explaining stuff. I could make the easiest things sound so hard.

That's exactly what I do. I also have the same trouble if I open up too many frames. I usually end up restarting my computer.

What kind of video file are you trying to open? I don't know if you can open avi files. I've never tried them, but I imagine you can. I've only opened mpeg files that I've captured in animation shop.

I FINALLY figured it out last night - you DO have to open them in MPG format...Thanks again, Kristina. :D I just wish I could open more MPG's, though!
And since my computer is new, it can handle all 1000+ frames at one time. :D
