Here are 3 characters who were in bad moods most of the time but still was funny.

George Jefferson
James Evans
When James Evans was in a Bad Mood, my stomach was hurting from laughing so he is my choice.

Sam Malone! When he got mad it was hilarious his eyes would bulge out and he'd start yelling....etc.

Well this is the first one I saw and mentioning Carol Burnett defeats the purpose of me posting this topic. I'm asked the question for a reason.

He thinks he's always right and he thinks he's an expert at everything when he's actually not. Check out the Spinoffs and One Year Wonders board. He says that Good Times is not a spinoff.
