When Margaret returns Becker's car insurance reimbursement

I don't get it - he had insurance and even though the car was beat up, why would Margaret not think he was entitled to it ?

(It's the episode where Becker doesn't do insurance fraud as a new patient is pretending to be his brother, because of MS.)
