Fox Kids has been going downhill the last few years, anyway. They've never stuck to a schedule and tend to cancel shows only a few weeks after they premiere.
As for filling the time slot with "other" cartoons, there are no more syndicated cartoons, just what's on Kid's WB and UPN. At least not where I'm at.

Hello, I am Kenny, Programming Co-Ordinator of WCOC FOX 5, a FOX Network affiliate, and yes FOX Kids is going away, but will remain on the Saturday morning schedule. There is a such thing of syndicated cartoons, Magic School Bus, Pinky and the Brain, and Sailor Moon are all coming to my station when FOX Kids goes away.

What will likely happen if you ask me is that Fox (and NBC for that matter) will allow outside programmers (e.g. Warner Bros. Discovery Communications, DIC, Sony, Nickelodeon, etc.) to purchase the broadcasting rights to fill the block. To put it in another way, Fox would no longer dictate, promote (which in some respects led to the trouble in the first place do to its difficulty in the first place), and/or schedule what will go on the air on Saturday mornings.
Considering the crap on in the last few years, I'm pretty sure this is a good thing....
