Who is that black guy on the racial eppisode?

I know I have seen the fat, high pitched voice, short black guy before? I think he was on one of the Friday the 13th movies? Can anyone point me in the right dirrection? thanks much

I figured it out..he was in one of the nightmare on elm street movies..I knew I heard that voice and seen those eyes before.
