Claire. She could cook (very important), was a lawyer, and still had time for the family. Jill couldn't cook and was a shrink. Shrinks suck, altho I liked Jill.

Both were great mothers, but I chose Jill Taylor, because she portrayed a much more average mother trying to raise a family of men.
Definitely Jill. I was never a fan of the show, not growing up and not at all until recently. I've been catching an episode here and there on N@N and I like it a lot, and Jill's a great character. She's a laidback wife/mother, she lets Tim and the kids have their fun, but she also knows when to put the foot down.
Clair, on the other hand, was a controlling bitch.

I'm not a big fan of either The Cosby Show or Home Improvement, but I voted for Jill because of the same reason you did.

I know she was always telling her husband and kids what to do but...Oh, well maybe she was a controlling bitch.
Everyone says it because it's drenched in truth! She comes home from work and practically stomps around the house, breaking everybody down. Yeah, they tried to make it out to be "funny" and "jokes," but she was a fricken tyrant. I imagine all of the kids running around the house trying to make it look absolutely perfect before she got home. I'm almost positive there were hospital corners on every bed in the house.
