She told me that she didn't have her Photo ID. The way she came up to me I thought she was trying to see me about something-lol She was like-"Excuse me I'm 19 and I" I was prepared to say-"You are TOO YOUNG!!!!!!!!

There is no state in the US where the legal age is 21. The oldest is 19, in 4 states: Alabama, Alaska, New Jersey, and Utah. (I'd cite my source, but Solomon doesn't like Wikipedia). Now, there may be TOWN/CITY/COUNTY ordinances that raise it to 21, but there is as of my writing this no state in which the age is 21
If I had to guess about it, this "Forgot her I.D" means she's probably closer to 15 or 16 and was trying to get you to buy her some smokes because she couldn't buy them on her own.
