Debbie Gibson's song, Over The Wall from Electric Youth got great reviews from all of her fans, (it was unanimoulsy loved)but never became a hit or even a single. Michael Jackson's heal The WEorld was HATED by many of his fans but became one of his greatest hits. So in theory, OTW should have been a hit and HTW should never have seen the "single/hit" life.........

some artists like Michael Jackson, Madonna, Mariah Carey and others that have more clout and establishment have the ability to pick what songs they want as singles, but for younger artists (such as Debbie Gibson in the late 1980's), the labels are usually the ones that do the picking and choosing for what single should be released. Only a number of artists really have the total control over what singles are released, MJ apparently really loves Heal The World, so he wanted it as a single, and got his wish.
