I noticed in episode 17, The Baby Sitter, there is dubbing for the Kramden's phone number. You hear "Bensonhurst 0-7741", but they are actually saying "Bensonhurst 3-7741". Why was the "3" dubbed to "0"?

... MOST likely that's because of a complaint from a person living back in 1956 with that particular phone number at that particular time.

I kind of thought that too. They must have been dubbed before they went into syndication.
