I think it's defintely George and Weezy. The way they left Queens together to start a new life in Manhattan riding inside a cab while George tries to comfort her, the Jeffersons to me will always stand out as the TV Couple of the 70's. Anyone Agree with me?

Archie and Edith didn;t relly act like a couple to me. They barely hugged, or kissed, and never really showed affection toward one another

But you knew it was there, and that makes them a great couple, IMO.
Along with them and the Jeffersons, I'd also say Bob and Emily Hartley and Ida and Martin Morgenstern.

Your post says the Most Memorable couple of the 70's, not the one that showed the most affection.
Well Edith would alway hug and kiss on Archie. When he would come home from work, she would run and greet him (Welcome home Archie). Archie wasn't the touchy feely type man in the "whole sitcom world." But you knew that he truly loved Edith and would get jealous in a heartbeat.

Felix and Oscar
You didn't say they had to be in a romantic relationship.

Bob and Emily Hartley - The Bob Newhart Show. Suzanne Pleshette was the best of all the TV wives that Bob Newhart had.
Bernie and Bridget Steinberg - Bridget Loves Bernie. The romantic relationship between David Birney and Meredith Baxter showed on screen
Tom and Sandra Sue "Abby" Bradford - Eight Is Enough. Given that it was a significant age difference I liked the chemistry between Dick Van Patten and Betty Buckley. Betty turned in some powerful performances on 8 is Enough as Abby.
