They do that here too. And when the Town of Brookhaven doesn't have enough of them, they just offer the job to private contractors and citizens. The rest they let the Suffolk County Department of Public Works and New York State Department of Transportation take care of.

This is the MacKenzie house printery Museum in Niagara-on-the-Lake......MacKenzie was an early newpaper printer in the early to mid 1800s and would fight the Govmt of the day (The Family Compact), with his press, until he finally decided that armed rebellion was his last resort and led the ill-fated rebellion of 1837; subsequently, due to the "price on his head", he had to flee to the USA; to be forevermore known as a traitor here in Canada....His home was restored by his Grandson, Mackenzie King, who would reign as Canada's longest-tenured Prime Minister!
