Do you have paint or Paint Shop Pro?

Well If you have sometimng like that...you go to the picture...right click it and click "Save Image" or something...then go to My Pictures (or wherever pictures are stored on your computer) click on the picture..and it might take you to Paint/PSP...whatever.

If it doesnt than you go to Paint of Paint Shop Pro...whichever one you have...or just any painting program...and click Open..and then you go to the file your picture is in, click on it, resize it if its more than 150 by 150 pixels...save it...than go to User Cp<<Options<<Change Avatar<<Browse<<then click the picture you want.

Or you can just ask someone to make an avatar for you...then you right click it..and click Save Image...then go to User Cp<<Options<<Change Avatar<<click the picture and than voila...you have an avatar.
